2016 transition of power in doubt

The Administrator General, David Yaro said his outfit is yet to receive budget funding to undertake its activities for the 2016 transition which has commenced.

 

Section 9.1 of the Presidential Transition Act requires the Administrator General to prepare a natural register covering all national lands and any other land vested in the president by the Constitution.

Speaking at a media briefing, he said the plan of his outfit is to acquire computerised land management software for the compilation, update and storage of data on government assets and properties like vehicles, lands, buildings, adding "This is pivotal for the office of the Administrator in the fulfilment of section 9 (a) and (b) of the Transition act and integral to the enhancement of good governance."

He, however, said the outfit has not been able to do so due to lack of funds.

He argues that work at his outfit is also being hampered due to the lack of an advanced system of capturing data.

David Yaro lamented that the office does not even have an official vehicle to perform its duties, asking that "If I am supposed to go to bungalows and places like the Peduase Lodge to check if the workers are pilfering how am I going to do that?"

He indicated that his outfit has received draft hand-over notes from chief directors of some ministries and agencies with the October 25 deadline fast approaching.

He believes that if his outfit “don’t ensure a smooth transition, then the election will be useless.”

Mr Yaro has, therefore, called for a legislative instrument that will grant him the powers of enforcement and deal with duplicative functions in the transitional act.
