In his opinion, the policy should have been targeted at needy and less-privileged students in Ghana. He believes that would have ensured equity.

Former Ghanaian Ambassador to the Netherlands, Dr. Tony Aidoo has said that President Akufo-Addo's decision to make the free senior high school policy available to all Ghanaians is wrong.

He is of the view that the flagship policy by the NPP should have been segmented.

Speaking to Francis Abban on Starr FM, Dr. Aidoo said: "I thought the Free SHS should be for the benefit of those who could not afford to send their children to school, so that the playing field gradually levels".

This position has also been reiterated in the past by the former Vice Chancellor of the University of Ghana, Professor Aryeetey, and the Minister of Finance, Ken Ofori-Atta.

The former Ghana Ambassador to The Netherlands said he had wished Free SHS “will not inure to the benefit of those who can afford to send their children to secondary school”.

He has, therefore, entreated the Akufo-Addo government to “get the underprivileged educated”, as “it will inure to the benefit of the country as well, but don’t give to those who already have it”.
