Facebook's board has chief operating officer Sheryl Sandberg's back.

In a letter, the Silicon Valley tech giant's board supported Sandberg's controversial request to investigate George Soros and whether the billionaire investor philanthropist had shorted the company's stock after calling the social network a "menace to society."

"To be clear, Sandberg's question was entirely appropriate given her role as COO," it said in a letter on Wednesday. "When a well-known and outspoken investor attacks your company publicly, it is fair and appropriate to do this level of diligence."

The letter was sent by Facebook's general counsel Colin Stretch to Patrick Gaspard, president of Soros's Open Society Foundations. It comes as Sandberg weathers unprecedented scrutiny and criticism over her support of the Soros attacks, and her broader role in deflecting criticism and crises amid Facebook's mounting scandals — as detailed in a bombshell investigation from The New York Times.

The letter said Sandberg was being truthful when she said she did not know that the social network hired that public-relations firm, Definers, to explore Soros's criticisms of the company. Facebook has been criticized for playing into anti-Semitic tropes, after apublic relation firm hired by the company attempted to smear critics by linking them to liberal billionaire George Soros.

Thank you for your December 4, 2018, letter to Facebook, Inc.’s Board of Directors. The board has asked me to respond on its behalf.

We take issue with several points you raise.

As you know, in January of this year, George Soros gave a highly publicized speech to business and political leaders in which he called our company a “menace to society.” As is to be expected following an attack from such a well-known and widely respected figure, Facebook staff immediately initiated research to attempt to understand the motivations driving the criticism, financial or otherwise. That research was underway when Sheryl Sandberg, Facebook’s Chief Operating Officer, sent an email asking if Mr. Soros had shorted Facebook stock. To be clear, Ms. Sandberg’s question was entirely appropriate given her role as COO. When a well-known and outspoken investor attacks your company publicly, it is fair and appropriate to do this level of diligence. When Ms. Sandberg contacted you on November 15, she told you, truthfully, that she had not known about the work done by the Definers public relations firm related to Mr. Soros. Ms. Sandberg has also made clear that she takes full responsibility for any work done on her watch, and she and Mr. Zuckerberg have ordered a full review of the company’s work with communications consultants.

Your letter raises additional concerns that have been the focus of recent public scrutiny. With respect to efforts by Russia and others to use Facebook to spread disinformation, we have repeatedly and publicly taken responsibility for our failure to identify and respond to this threat sooner. Since the 2016 election, we have made massive investments in technology and in people, and we are proud of the progress we have made in protecting election integrity, as well as in limiting the distribution of fake news and sharply curtailing hate speech on the platform. We have also created an independent election commission to examine the relationship between social networks and democracy, and we are undertaking a civil rights audit of our platform. Much additional work remains, but to be clear these are not the actions of a company that has, in your words, “failed to take responsibility.”

Organizations around the world, including the Open Society Foundations and many of the organizations they support, use Facebook and our other free services to draw attention to important issues, to fundraise, and to build support for the causes they believe in – to, in the words of your mission statement, “build vibrant and tolerant societies whose governments are accountable and open to the participation of all people.” We believe our services help give people and organizations such as yours the power to do exactly that.

MPs voted 321 to 299 in support on an amendment by Dominic Grieve, a Conservative MP. The amendment gives MPs the power to instruct the government what action to take if May's Brexit deal is, as expected, voted down in Parliament.

In practice, it means that should Parliament refuse to accept the prime minister's deal, MPs could instruct her to extend negotiations, hold another referendum, or pursue a different sort of Brexit like a softer, Norway-style exit.

The amendment isn’t legally binding — but it carries huge political weight and would be very difficult for the government to ignore.

The vote comes immediately after MPs voted to find Theresa May's government in contempt of parliament over its failure to publish its legal advice on the Brexit deal. The vote, 311-293, is the first time in history Parliament has held a government in contempt.

26 Conservative MPs ultimately voted for Grieve's amendment, further evidence on ongoing discontent in Tory ranks over Brexit.

In advance of the vote, Brexit minister Steve Baker stressed that it would not be legally binding. To fight fake news, some companies are turning to an old-school technology: humans.

In recent years, the spread of misinformation and hoaxes have been turbo-charged by algorithmic platforms like Facebook and Google — from politically motivated Russian agents to all-American fraudsters just trying to make a quick buck off advertising revenues.

It's become a subject of frequent criticism of the tech giants that enabled it, who have responded by tweaking their tech to try and eliminate it while maintaining the systems that made it possible. But others are taking a different approach, eschewing algorithmic fixes in favour of deliberate human curation and moderation.

Speaking at Business Insider's <a id="6b158daf-7d07-34b5-a3a5-a4ab13fe18dd" href="https://www.businessinsider.com/category/ignition-2018?utm_source=intl&amp;utm_medium=ingest"> IGNITION conference </a> in New York on Monday, Microsoft's Darren Laybourn and NewsGuard's Gordon Crovitz talked about their organizations' respective strategies for fighting fake news.

Laybourn, a 17-year Microsoft veteran, is the corporate vice president of Microsoft News, where he oversees MSN, the Redmond, Seattle company's news portal. Microsoft doesn't write news in-house, instead leaning on a team of 800 people who can bring in content from 4,500 publishers around the world that the company has deals with. (Business Insider is one of these partners.)

Readers are provided a range of perspectives, and news outlets are vetted by Microsoft's team beforehand — and paid for their content.

"I think we're doing a really good job," Laybourn said. "Over the last four years, we've given back $700 million to publishers ... we've evolved to a model where we have no content of our own, we just distribute the news." It's a starkly different approach than Facebook's anyone-can-share free-for-all (with significant additional costs), but the curation makes it far, far harder for fraudulent publishers to sneak in.

Meanwhile Crovitz, a former publisher of The Wall Street Journal (and a board member of Business Insider), is cofounder of NewsGuard, a service that rates news outlets on their "trust and accountability." It measures them on a series of criteria and then provides "nutrition labels" that can brief news readers on the specific news outlet they're viewing.

"On the internet, everything kind of looks the same, and it's really hard for regular people to know if this is a trustworthy source or not," the media exec said. "For the social media companies and the search engines, it's all one giant uncertainty."

NewsGuard employs 30 journalists to vet news outlets, and the outlets it covers now account for 98% of news consumption in the US, he said.

"Part of the problem of these platforms is ... [an] engineering-focused culture, where surely every problem can get solved by a machine," he added. "But at some point human intelligence ... is more effective than artificial intelligence."

How tech companies are fighting fake news with humans (FB, GOOG)

A "secret sister" gift exchange circulating on Facebook promises that participants will receive up to 36 gifts in exchange for just one of their own.

It sounds too good to be true, and (unsurprisingly!) it is. And it's not just a dubious idea — it's actually an illegal pyramid scheme.

Having circulated in some form since at least 2015, it has had a resurgence in the run-up to the holiday season, prompting at least one local police force to issue a fresh warning. So how does it work?

It spreads via a Facebook post advertising the exchange (36 gifts in exchange for one!) and asking six people to join in. When they do, they are sent a message asking them to: 1) Send a gift worth $10 to the "secret sister #1," the first name on a list they are given, 2) Move the person currently in second place on that list — the person who made the post they responded to — into first place, 3) Put their own name in second place. 4) Repost the public Facebook post to their profile and recruit six more people to do the same thing they just did.

If there's 100% recruitment and participation, then the poster receives 36 gifts, as each of the six people the poster recruited will recruit six more people who send them gifts.

But it works only up to a point. It's a pyramid scheme, reliant on a constant inflow of new members to pay old members their promised gifts. This means the people at the bottom have to lose out eventually, as there's only a finite number of people in the world.

As such, it's not just inadvisable to participate; it's outright illegal.

"The U.S. Postal Inspection Services says that gift exchanges are illegal gambling and that participants could be subject to penalties for mail fraud," the Better Business Bureau wrote.

"Pyramid schemes are illegal, either by mail or on social media, if money or other items of value are requested with assurance of a sizeable return for those who participate."

A Facebook representative did not immediately respond to Business Insider's request for comment.

The 'secret sister' gift exchange on Facebook is actually an illegal pyramid scheme (FB)

A San Francisco politician is pushing to have Mark Zuckerberg’s name removed from the hospital to which he donated $75 million in response to Facebook’s recent scandals.

On Tuesday, San Francisco supervisor Aaron Peskin asked the city attorney to “outline the procedure for the removal of the Zuckerberg name from San Francisco General Hospital” and to revisit the city’s policy on offering naming rights in exchange for gifts, according to a copy of his remarks provided to Business Insider.

It comes after <a id="d86251b3-a2d3-3205-aab7-8d4f60f9dc60" href="https://www.businessinsider.com/nurses-want-zuckerberg-name-removed-san-francisco-general-hospital-2018-5?utm_source=intl&amp;utm_medium=ingest"> a protest earlier this year by nurses </a> working at the Priscilla Chan and Mark Zuckerberg San Francisco General Hospital and Trauma Center — commonly referred to as just the Zuckerberg San Francisco General Hospital — over the attachment of the Facebook CEO’s name to the institution. The protest followed the Cambridge Analytica scandal.

Mark Zuckerberg and Priscilla Chan donated $75 million to the institution in 2015 in exchange for naming rights. Critics of the name have previously noted that city residents approved an $887 million bond measure in 2008 to support the hospital, but weren’t given any input into changing the hospital’s name.

“What message does it send when we are willing to brand our public facilities in exchange for one-time donations, while the entities behind those one-time donations turn around and oppose even the most modest taxes, which — when allocated to our general fund — actually give the citizens of San Francisco oversight for how those funds are spent,” Peskin said.

This is the first time a sitting San Francisco supervisor has spoken out in support of renaming the hospital, Peskin's chief of staff said. (Former supervisor John Avalos also called for it to be changed earlier this year.) It is a sign that Facebook and Zuckerberg's brand have become increasingly unpopular and points to how the consequences of the Silicon Valley giant's mounting scandals may impact the CEO's image.

San Francisco has 11 supervisors, each representing a district, and they are the city's legislative body. Peskin represents District 3, which includes North Beach, Chinatown, the Financial District, and Nob Hill. His comments, made at a Board of Supervisors meeting on Tuesday night, cite the Cambridge Analytica scandal, Facebook's attempts to smear critics with a line of attack that has been called anti-Semitic, and an experiment in which it manipulated users' emotions without their knowledge in 2014.

"It cannot be considered normal for corporations to hire political consultancy firms to perform opposition research on their critics," he said. "It is not normal for private entities to then use that information to spread anti-Semitic conspiracy theories on platforms that they control. It is not normal for Mark Zuckerberg and Sheryl Sandberg to refuse to accept responsibility and to publicly distance themselves from acts that they personally instigated. In fact it is abhorrent."

A Facebook spokesperson did not respond to Business Insider's request for comment as to whether Zuckerberg would fight the change, or if the CEO would ask for his money back if the removal is successful.

In an email, Sasha Cuttler, a nurse at the hospital, said:"It seems that S.F. politicians have heard how much the staff and patients actually care about their hospital. Mark Zuckerberg’s motto to 'move fast and break things' was proven correct; the late Mayor Lee moved very fast in renaming the hospital and broke our hearts. Hopefully Facebook will refrain from further violations of our right not to be experimented on without our knowledge and consent."

Reached for comment, Zuckerberg San Francisco General Hospital CEO Susan Ehrlich defended the name change in an emailed statement, but did answer a question on whether the hospital would fight the change if it goes ahead.

"Naming is an important convention in philanthropy that encourages additional donors, and our hospital relies on the support of the community, the City and County of San Francisco, and generous private philanthropy," Ehrlich said.

"We are honored that Dr. Chan and Mr. Zuckerberg thought highly enough of our hospital and staff, and the health of San Franciscans, to donate their resources to our mission."

Over the past couple of weeks, media outlets have reported on the latest in a steady string of scandals confronting Facebook and its leadership – namely, that Facebook hired a PR firm to spread malicious and anti-Semitic attacks against George Soros, which is a tool directly from the playbook of the most toxic rightwing conspiracy theory groups – many of which flourish on Facebook’s own platform.

This latest revelation follows the Cambridge Analytica scandal earlier this year, wherein it was revealed that peoples’ private information was being used to fundamentally undermine our system of democracy. That scandal was the impetus behind the Privacy First Policy which was on this last November’s ballot, which the voters passed by a nearly two-thirds margin.

And it follows a report in the New York Times from earlier this year that Facebook itself was tinkering with users’ emotions in a news feed experiment, which spawned protests by SEIU workers at SF General Hospital.

It cannot be considered normal for corporations to hire political consultancy firms to perform opposition research on their critics. It is not normal for private entities to then use that information to spread anti-Semitic conspiracy theories on platforms that they control. It is not normal for Mark Zuckerberg and Sheryl Sandberg to refuse to accept responsibility and to publicly distance themselves from acts that they personally instigated. In fact it is abhorrent.

And it cannot be normal for this City to put a price tag on the branding of institutions and spaces that fundamentally belong to the citizens of this City. As a matter of fact, while Mr. Zuckerberg and Ms. Chan gifted about $75 million dollars in exchange for these naming rights, the people of this City funded far more than ten times that via a nearly $900 Million Dollar bond in 2008 to rebuild the acute care hospital and trauma center at SF General.

This also gets at a larger issue of the true costs of corporate charity. And what message does it send when we are willing to brand our public facilities in exchange for one-time donations, while the entities behind those one-time donations turn around and oppose even the most modest taxes, which – when allocated to our general fund – actually give the citizens of San Francisco oversight for how those funds are spent.

Whether it’s Facebook, or Amazon whose technology is being sold to target immigrants at the Mexico-United States border, or Wells Fargo whose complicity in the home foreclosure crisis and involvement in the Dakota Access Pipeline have also drawn public scrutiny – I really want this City to re-assess the value of giving up these naming rights and the message this sends relative to our role as stewards of the public trust.

More than just about naming rights, this is about the integrity of institutions and spaces that are overwhelmingly funded by the public and which exist to serve the public. I want to thank City Attorney Herrera for his commitment to pursue this.
