A former Presidential staffer, Dr Clement Apaak has been unable to prove his claims that the NDC government ordered 43 new vehicles for the presidency few weeks before leaving office, after the current government requested for them.

Dr Apaak first made this claim on Accra-based Citi FM and promised to provide detailed evidence to back his claims.

However, a Deputy Information Minister, Kojo Oppong-Nkrumah denied his claims and dared him to provide the said evidence.

But, Dr Apaak again told Accra-based Citi FM that he was still standing by his claims because some sources gave him that information.

“My sources have indicated very strongly that the said request was made to our side by the current senior minister and the minister for finance, and indeed if they want to deny, they may do so, but I say this on authority and I believe from my sources as well that it was on that basis that the letter giving authorization was written by the former Chief of Staff, Julius Debrah,” he said.

His insistence on this issue raises doubts. This is because documents sighted reveal that the former Chief of Staff, Julius Debrah approved the purchase of the vehicles on December 9, 2016, the same day Charlotte Osei, the Electoral Commission chairperson, declared that the National Democratic Congress had lost the elections.

“This letter from the former Chief of Staff, Mr Julius Debrah, was signed two days before then-President, John Mahama inaugurated the Presidential transition team, which he co-chaired with then President-elect, Nana Akufo Addo…The two-paragraph letter authorising the purchase was dated December 9, 2016, whereas the transition team was officially inaugurated on December 11, 2016”, Citi FM reports.

“The letter noted that the deal was authorised by the outgoing Finance Minister, Seth Terkper, to take note of the decision to purchase the 43 vehicles “for necessary action accordingly.” The letter also clearly stated that the outgoing government had “decided to acquire some vehicles for the incoming administration”, the report adds.

There are fears that the cars, which are said to be in Dubai, would cause the country to be embroiled in yet another judgment debt cars if this current government cancels the purchase. That is because; this government has put a freeze on the purchase of cars by all government agencies.
