For the Ministry, this has become necessary because even though children come in contact with the law in various ways there is no policy that stipulates how such children should be handled.
Currently the Domestic Violence and Victims Support Unit (DOVVSU) does not have enough power to deal with parents who do not take care of their children.

The policy is expected to empower a legal support unit that will go after parents who flout the rules in caring for their children.
The policy was approved by Cabinet together with two other policies developed by the Ministry.
This makes the number of policies developed by the Ministry and approved by cabinet in 2015 to five.
