The suggestion for a free SHS law was first advanced by a senior law lecturer and a former Executive Secretary to President John Mahama, Raymond Atuguba.
According to him, the policy could be discarded if there was a change in government.
But speaking at the 23rd speech and prize-giving day of Tamale Senior High School (Tamasco), Dr Bawumia said: Free senior high school education doesn’t have to be backed by law to be funded.
“What is required is commitment and the political will to make sure that the budgetary resources are made available to support it.
“We are covering everybody and we are making the budgetary provision for it.”
Last week, former President John Mahama also called for a national dialogue on the implementation of the programme.
His call was premised on the implementation challenges such as inadequate infrastructure that has plaque the programme.
He also slammed the government for rushing to implement the programme when the constitution said it should be done progressively.
Mr Mahama later in a Facebook clarified that a future National Democratic Congress (NDC) administration will not cancel the policy after the Daily Guide newspaper quoted him as saying the NDC will abandon the programme.
