A survey report by the Ghana Integrity Initiative (GII) has named the Driver and Vehicle Licensing Authority (DVLA) at Kumasi in the Ashanti region and the Passport Office as the most corrupt institutions in the country.
Over 85.9 percent of respondents rated the DVLA as the most corrupt institution.

The survey, which was to assess citizen’s understanding of corruption, their perceptions and actual experiences of corruption, show that Ghanaians still perceive the DVLA, passport office as being corrupt.
It however, revealed that Ghanaians do not regard the payment of what is commonly called facilitation fee as a form of corruption.
The survey was conducted between April and May 2016.
The private sector, public officials and the political parties were also perceived to be corrupt.
The military was seen by 59.7 percent of the citizens as not corrupt while 51.8 and 51 percent said same about the media and NGOs.
The survey found that the majority of Ghanaians identified only bribery, embezzlement and fraud as forms of corruption.

At at a forum held in Kumasi to present the report, Mr. Samuel Harrison-Cudjoe, a Research Officer of the Ghana Anti-Corruption Coalition (GACC) said 95 percent of the 40.3 per cent of people who made contact with the police reported paying bribe to the officers.
The Customs Division of the Ghana Revenue Authority (GRA) also had 9.5 per cent of citizens making contact with them in the last 12 months with 86.6 per cent paying bribe.
