According to New York Daily News, the 33-year old tourist from Arkansas was approached near the Staten Island Ferry terminal by a woman looking to sell him tickets to see Lady Liberty.

The suspect was later identified by Parks Police as a 25-year old man who lives in Brooklyn and is on probation for burglary and has 10 arrests on his record.

Illegal ticket agents tend to prey on unsuspecting tourists by selling overpriced or bogus tickets around the area of the attack, and authorities have grappled with this for a while.
